The Bill (Reg. No.1083) defines basic legal principles of establishment and functioning of separated territorial units (innopolises) with special economy management regime, activity of which is aimed at development of manufacture of advanced technology and other new types of production.
Pursuant to the Bill, special economy management regime consists in special terms of land allocation and tax benefits. The resolution on establishment of innopolises is initiated by the local public bodies and is ratified by the Cabinet of Ministers of Ukraine.
The Bill states that "establishment of specialized centres of advanced and new technology development (innopolises) aims at promotion of manufacture of advanced technology and other new types of production" (Article 1 of the Bill).
However, the Central Scientific Experts Office by The Verkhovna Rada of Ukraine deems unreasonable to adopt a special Law for each type of free economic zone. Experts deem essential to adopt a new basic Law on establishment of the organizations, the operating regime of which differs from common. Moreover, the effect of the said Law should be extended to all the organizations of the said type.
